Co-founded by Alicia Garcia, Teddy Collins and Roe Collins in 2025, this partnership merges Alicia’s advocacy with Spartan’s industry expertise upholding their motto “Making Colorado Springs safer and more educated on firearms.” Spartan Defense specializes in high-end firearms, custom builds, and world-class training, carrying top-tier brands like Staccato, Nighthawk, Noveske, and Atlas. As a family-owned business, they offer personalized service and exclusive products unavailable elsewhere. Together, we’ve built The 2nd Syndicate into a dynamic platform that bridges activism and the firearms industry. Alicia Garcia is a passionate firearms educator, certified Range Safety Officer, and unwavering 2nd Amendment activist. A Colorado native, Alicia has spent her life championing individual liberties and firearm rights, blending her deep knowledge of firearms with a relentless dedication to civil rights advocacy.
She is a published author, small business owner, and co-founder of The 2nd Syndicate established in 2025 Spartan Defense Armory & Training. Through this platform, Alicia has empowered countless individuals with education, training, and advocacy, fostering a responsible and informed firearms community.
Alicia is also the Founding Acting Board Secretary of the Colorado Federal Firearms Licensee Association (CFFLA) and the Director of Public Relations and Communications, working to unite and protect the interests of FFL holders across the state. She serves as a Co-Plaintiff with Rocky Mountain Gun Owners (RMGO) in the pivotal lawsuit Garcia v. Polis, challenging Colorado’s unconstitutional HB23-1219, the 3 Day waiting period to obtain your firearm.
Known throughout the firearm community as the “Boomstick Babe”, Alicia embodies the spirit of freedom, responsibility, and fearless advocacy. Her leadership continues to inspire a new generation of 2A defenders and civil rights activists.
Alicia creates content to educate and empower all people through the safe use of firearms, situational awareness, de escalation and the defensive mindset. As a dedicated afficionado of responsible gun ownership, Ms. Garcia continues to train in rifle and pistol with some of the best educators and instructors in the 2A community.

Rocia “Roe” Collins is a powerful voice for freedom, faith, and family. A Texas native raised by a strong single mother, Roe grew up with an early understanding of the importance of personal protection. Her family—part Native American—carried generational experiences of injustice and vulnerability, which instilled in her a deep conviction: no one should be denied the means to defend their life, loved ones, or livelihood.
Roe earned her Bachelor's Degree in Business Administration from Texas A&M University-Corpus Christi, where her leadership journey began as Vice President of Student Government. Alongside her now-husband Ted Collins—then Student Body President—she helped collect the votes that led to the right for students to carry on campus in 2008. That moment marked the beginning of their shared mission to empower individuals through self-defense, education, and faith-based advocacy.
In 2010, Roe and Ted co-founded Spartan Defense LLC, beginning with firearms training in South Texas. Ted quickly rose to become one of the most highly rated instructors in the region. Meanwhile, Roe, using her marketing expertise, built the Spartan Defense brand and became an NRA-certified instructor in 2012. Her goal: to help women gain confidence and the ability to protect themselves and their families.
In 2024, Roe’s path took a significant turn when she met Alicia Garcia at the Colorado State Capitol during protests against SB25-003, a controversial bill that threatened the rights of law-abiding gun owners. Alicia spoke out boldly against the legislation, and Roe—impressed by Alicia’s strength and ability to speak truth to power. Later Alicia approached her with an idea: to form an organization that would unapologetically stand up for civil liberties, especially the Second Amendment.
Recognizing Alicia’s leadership and her own husband Ted Collins’ fierce dedication to the 2A community, Roe helped bring the vision to life. Drawing on Spartan Defense’s resources, brand reputation, and online platform, Roe lifted Alicia and Ted up, building a foundation of credibility and momentum for what would become the Second Syndicate.
Today, Roe proudly serves as Treasurer, Co-Founder of the Second Syndicate, a powerhouse movement led by individuals with complementary strengths: Alicia’s public voice, Ted’s tactical knowledge and protector mindset, and Roe’s strategic vision and unwavering faith. Together, they sacrifice time, energy, and finances to protect the community’s constitutional right to bear arms.
Roe’s fight is not fueled by fear—but by faith and the love of Christ, which she believes gives her the skills and courage to resist government overreach and champion those who are often ignored. As a mother, wife, business owner, and advocate, she understands that defending one's home, loved ones, and way of life is not a luxury—it’s a necessity. Otherwise, we risk losing all our other rights.
In 2020, Roe and Ted opened Spartan Defense’s retail store in Colorado in a former Baptist church—a space that Roe calls “blessed.” Since then, the company has grown rapidly, expanding twice and becoming a trusted resource for training and tools. Their goal over the next 2–5 years is to become the leading online firearms retailer and franchise Spartan Defense nationwide.
Rocia “Roe” Collins is more than an entrepreneur—she is a mother, a woman of God, an advocate for civil liberties, and a builder of movements. Whether through business or activism, she is committed to ensuring that the rights of the people are not silenced.
